Federic devoted much of his life making sure outlawed races of the Reton Empire; Tieflings, Dragonborn, Dialias, Aasimar, and Changlings were kept off the records to create a safe haven in Reton, it's either unknown or not public knowledge of who and why someone killed the Duke but with his death it gave the Empire enough power and reason to start marching the military into Greyhawk.
