They were delivering a letter to permit the commencment of operations in Naporia ahead of the armies arrival.
Naporia has been in conflict, tensions have boiled over in past few days, no casulties but many wounded between the Naporia Garrison (Mulburg) and Rustille Scouts (Greyhawk).
There are curfews from sundown to sunrise as both sides patrol the streets, during the day the Garrison tries raiding houses in search for outlawed but are halted by the Scouts who are demmanding written orders/proof to commence operations.
During day
Town is very empty for it's size, few families packing carts or leaving by foot, others boarding up houses and businesses.
Two groups of guards are seen arguing in the marketplace outside a shipwright's store, 3 lizardfolk in light leather armour are blocking the door stopping a dwarf and 2 humans in sturdier armour from entering. The lizardfolk are claiming that until proper papers arrive they cannot continue as a message from a battle mage isn't enough
During night
Are refused entry as the town is under lockdown/curfew and will have to camp outside the town until day break.
Naporia Garrison

Half-Orc woman, Refuses to speak to anyone except her troops, on the look out for the incoming letter. If she hears word that the messengers were captured she'll start conflict, claiming that the Rustille scounts intercepted and destroyed the letter.
If she catches on that the party is the same as the ones in OldTree she'll alert the mage who will contact OldTree, sparking the Duke to arrive via teleport. More details

He knows that if a full fight were to break out the scouts would lose but the garrison hasn't because they would lose a majority of their troops, but the army coming they'll be squashed like a bug.
