Simpleton's Handicap

A suitable user of this item can spend 1 minuet to reduce to spell-slot level requirement of one spell currently known by one creature the user can touch (Including Themselves) permanently.
The Spell affected becomes a spell permenantly prepared by the target and no longer counts against the limited spells known by the creature.

A simple looking potion containing an amount of orange coagulated substance that simmers in the light.

Less of a potion and more a bottle of jelly. It takes mages of the utmost skill to utilize such a potion, Being able to handle, control and direct the power to re-write the laws of the arcane weave.
